Enhancement Measures for Campus Safety and Traffic Management (Use of CCTVs)

 

The University upholds its responsibilities to safeguard the well-being of different stakeholders including students, staff, residents and visitors by maintaining a safe campus as far as practicable. The University is also obliged to ensure a smooth traffic flow and an efficient transportation service.

Given the increasing vehicular and pedestrian flow on campus, in June 2018, the University examined traffic accident blackspots and locations with heavy flow of vehicles and pedestrians including major road junctions, crossings, roundabouts, bus stops, carparks and main entrances to the campus.

In this connection, in August 2018, the University entrusted Security & Transport Office with responsibilities over campus safety, traffic and crowd management as well as running of school bus services to implement measures necessary to enhance campus safety and traffic management.

Apart from implementing road traffic installationsto enhance vehicular and pedestrian safety, in accordance with relevant provisions of “Personal Data (Privacy) Ordinance”, CCTVs have been installed at suitable locations within public areas of the campus since May 2019 to help management of traffic accident blackspots as well as locations with heavy traffic flow.

Access to CCTV records is strictly governed by the University’s user guidelines on the use of CCTVs in compliance with the Ordinance and guidance notes issued by the Privacy Commissioner. Records could only be accessed by duly authorized persons or under relevant provisions as allowed by Laws of Hong Kong.
